INTRODUCTION

The Ministry of Women, Family and Community Development has rebranded and strengthened the functions of the National Advisory Council for the Integration of Women in Development (NACIWID) which was established in the year 1976 to translate action plans on women in the development of the country, which are no longer functioning after the establishment of the Ministry.

 

COUNCIL’S NAME

The new council is named as Women Consultative and Advisory Council (WCAC).

 

FUNCTIONS OF THE WOMEN CONSULTATIVE AND ADVISORY COUNCIL

The functions of the Women Consultative and Advisory Council’s functions are:

  1. To advise the Government in formulating policy process to increase women’s capacity in various sectors;
  2. To recommend to the Government in planning the strategy framework and programs towards achieveing the aims of the National Women Policy;
  3. To become the reference point and consultant in framing and planning promotion plan and strategies to mainstreaming gender in all Government policy;
  4. Monitor the implementation of the National Women Policy and the Women Development Action Plan which are implemented by various Ministries and to report on the policy implementation status to the Government through Gender Focal Point;
  5. To advise, give opinions and recommendations to the Ministry of Women, Family and Community Development to plan the National Women Policy strategies and Women Development Action Plan;
  6. Review policies of Ministries, Departments, Agencies, Non-Governmental Organizations and the private sectors which are involved in the implementation of the National Women Policy and Women Development Action Plan which are related to women;
  7. Advise the Government on issues relating to women including the development at the international level; and
  8. Prepare Annual Report to inform on the functions that was implemented by the Council.

The membership of the Women Consultative and Advisory Council are as follows:

    • Besides the Permanent Members at para 4.1 as the above, Additional Members (Co-opted members) can be invited by the Government agency according to the need of the Council.

 

WOMEN CONSULTATIVE AND ADVISORY MEETINGS

  1. All meetings must be chaired by the Chairman of the Council. In the absence of the Chairman, Vice-Chairman will chair the meeting.
  2. Only Permanent Members can attend to the meetings and attendance can not be represented by other parties;
  3. Council Meetings will preside twice (2) a year;
  4. Date and venue of the meetings will be set by the Secretariat with the approval of the Chairman.
  5. Quorom of the Council’s meeting are of 2/3 attendance of Permanent Members.

 

APPOINTMENT

The Members of the Women Consultative and Advisory Council are appointed by YAB Prime Minister of Malaysia.

 

APPOINTMENT OF MEMBERS OF WOMEN CONSULTATIVE AND ADVISORY COUNCIL FOR THE FIRST TERM 2015-2017

The appointment of the WCAC for the first term begun since the year 2015 until 2017 was done on 25th August 2017 on the National Women’s Day Celebration in 2015 at Putrajaya International Convention Centre (PICC). The appointment letters was given out by YAB Dato’ Sri Mohd Najib bin Tun Haji Abdul Razak, the Prime Minister of Malaysia.
